Observing the growing wave of voluntary resignations within European public administrations, particularly among early-career and digital professionals, Olaya Parada set out to challenge the sector’s traditionally reactive approach to turnover. As a student in Administrative Management, she designed the Predictive Resignation Risk Model (PRRM) to help public institutions anticipate — rather than merely record — employee exits 

By combining multidimensional workforce indicators, ethically governed predictive analytics, and a strategic simulation dashboard, she proposes a forward-looking system that enables HR leaders to identify risk patterns and implement preventive interventions. Her idea demonstrates how data-informed, transparent, and accountable HR innovation can strengthen workforce stability, protect institutional knowledge, and support sustainable public-sector transformation.
