Faced with persistent labour shortages in Portugal’s construction sector, Luís Correia, HR Manager at SCTR – Construções S.A., took a proactive and structured approach to address the challenge. Recognising that recruitment alone was not enough, he designed an integrated programme that connects workforce planning, targeted recruitment, and on-site onboarding from the very first day.

His initiative demonstrates how strategic yet practical HR leadership can strengthen worker integration, improve retention, and support operational performance, even in a demanding and fast-moving sector.
